Based on recent reporting from The New York Times, here is a summary of the situation:
The $9 Billion Funding Request
The White House has approved a secret $9 billion request to acquire cutting-edge computer chips for U.S. intelligence agencies, such as the CIA and NSA. Currently, a shortage of advanced chips is preventing these spy agencies from fully deploying and testing the latest artificial intelligence models on their classified systems.

Why It’s Necessary
AI platforms have become critical to national security, largely because they can sift through massive amounts of intelligence and quickly flag overlooked communications intercepts. However, modern AI models require far more computing power than experts originally anticipated. The $9 billion request is primarily intended to build out infrastructure capable of supporting Nvidia’s Grace Blackwell superchips, which require massive amounts of electrical energy and specialized liquid cooling data centers.

While Congress still needs to approve the full $9 billion, the Biden-Trump administration is immediately reprogramming $800 million to rapidly acquire computing capacity.

The Anthropic Workaround
Because of the immediate chip shortage, White House Chief of Staff Susie Wiles has authorized the NSA to continue using an advanced AI model called “Mythos,” made by the AI company Anthropic. This exception was made because Mythos can run efficiently on older-generation chips. The authorization comes despite the Pentagon previously designating Anthropic as a “supply chain threat.” The government and Anthropic are reportedly finalizing a classified contract to maintain the NSA’s access to their products.
