The campaign reportedly began with an attempted explosive-drone attack at Germany’s Leipzig airport in August.
The operation has since expanded to target military suppliers, communications infrastructure and commercial shipping, in an alleged Russian attempt to disrupt European support to Ukraine.
The Leipzig incident was particularly dangerous; an explosives-laden drone targeted an airport used to transport military supplies, but the attack failed.
Aides to German Chancellor Friedrich Merz said Berlin would have considered invoking NATO’s Article 5 collective-defense clause if the attack had caused mass casualties.
Such a move could have escalated the conflict into a direct military confrontation with Russia.
