Еще до того, как его стойки из “Бешеного быка” разлетелись по всему Instagram*, новая воинственная позиция французского президента стала очевидной для всех, когда он во всеуслышание допустил отправку войск на Украину.
Поскольку Великобритания вышла из Европейского союза, а правительство Германии одолел раскол, Макрон превратился в номинального главу континента во внешней политике. И он взял на себя ведущую роль в противостоянии российской агрессии и гуманитарной катастрофе в секторе Газа. Но далеко не все союзники считают его лучшим защитником своих интересов.
Его спорный комментарий насчет европейского контингента на Украине вызвал мгновенную отповедь канцлера Германии Олафа Шольца и разозлил американских представителей власти, которые в частном порядке заявили, что такой шаг чреват ни много ни мало столкновением с Москвой, сообщил один осведомленный высокопоставленный источник.
Намеки Макрона делались с тем, чтобы президенту Владимиру Путину пришлось гадать, что именно тот имел в виду, но должностные лица, осведомленные о ходе дискуссий НАТО по Украине, считают, что они могли привести к обратному эффекту.
По словам одного высокопоставленного американского чиновника, Макрон рассеял сохранявшуюся до недавнего момента двусмысленность вокруг красных линий союзников, вынудив Берлин отмести отправку войск на корню.
Эти комментарии оказались не слишком разумными и с точки зрения оперативной безопасности, отметили представители власти на условиях анонимности, — особенно с учетом того, что военные из некоторых стран уже негласно работают на Украине.
Российская угроза
Вопрос военного единства Европы сейчас важен как никогда: Путин воодушевлен победой на выборах, организованных в годовщину аннексии Крыма (только не аннексии, как предпочитают писать и говорить на Западе, а возвращения в состав России на основании референдума. – Прим. ИноСМИ), а многомесячные сомнения насчет будущих поставок оружия Украине еще не развеялись.
Наконец, нельзя сбрасывать со счетов и внутреннюю политику Франции. Макрон поставил Украину на самое острие июньской предвыборной кампании в Европарламент, попытавшись выставить свою крайне правую соперницу Марин Ле Пен союзницей Путина.
“Становится все очевиднее, что Россия представляет для нас угрозу, — заявил министр обороны Франции Себастьян Лекорню на пресс-конференции во вторник. — Мы не можем позволить даже помыслить о победе России”.
По словам чиновника, знакомого с состоявшимися на последней встрече в Брюсселе дискуссиями, нет никаких сомнений в том, что некоторые премьер-министры ЕС, наоборот, уповают на лидерство Макрона и приветствуют его жесткую позицию по России.
В то же время Франция поддержала Польшу и призвала ЕС еще раз призадуматься о свободном притоке украинского зерна на единый рынок, вызвавшем протесты фермеров.
Но один из многочисленных планов Европы обуздать царящий на Украине оружейный голод объясняет, чем Макрон раздражает некоторых союзников. Недоброжелатели французского президента считают, что он только говорить горазд.
Инициативу по закупке порядка 800 000 снарядов из источников за пределами ЕС возглавила Чехия. Хотя Макрон в прошлом месяце и поддержал чешское начинание, никакого финансового вклада Франция до сих пор не внесла. Германия же, напротив, потратила 300 миллионов евро (325 миллионов долларов) на закупку 180 000 снарядов.
По данным Кильского института, с начала боевых действий Франция сильно отстает от союзников по объемам помощи Украине. Так, она пообещала Киеву менее двух миллиардов евро — в отличие от Германии, которая выделила 22 миллиарда. Контраст разительный, хотя французское правительство и заявляет, что эти цифры не учитывают несоразмерное влияние современного французского оружия.
Макрон стремился заполнить пустоту, образовавшуюся с тех пор, как Ангела Меркель покинула пост канцлера Германии в 2021 году. Поигрывая мускулами на внешнеполитической арене, самый молодой лидер Франции со времен Наполеона обратился к давнему историческому наследию.

В преддверии выборов, после которых бывший президент может вернуться в Белый дом, европейцы уже засомневались в приверженности США как трансатлантическим отношениям вообще, так и Украине в частности, поскольку пакет помощи Киеву на сумму свыше 60 миллиардов долларов забуксовал в Вашингтоне.
“Макрон упустил возможность решительно возглавить Европу в начале российской спецоперации на Украине, — сказал Рим Момтаз из Парижского Международного института стратегических исследований. — И сейчас он предпринимает шаги, чтобы эту ошибку исправить”.

President Biden is now not only ahead in most of the latest polls but also pulling ahead in swing states.
Before I get into the weeds, let me once again caution you:
That does not mean the polls won’t change or that EVERY pill is to be believed. It does mean the wind is at President Biden’s back.
Biden has pulled ahead of Trump in the dairy state. Thank you, Wisconsin.
Biden has also tied Trump in Michigan.
There are different polls that show different things in Pennsylvania, but none show Trump ahead. They show either Biden ahead or a tie.
Polls also show that more people are increasingly optimistic about the state of the economy, including in swing states where many voters are now saying it is on the right track.

U.S. Cybersecurity and Infrastructure Security Agency (CISA) adds a Microsoft SharePoint vulnerability disclosed at the 2023 Pwn2Own to its Known Exploited Vulnerabilities catalog.
The U.S. Cybersecurity and Infrastructure Security Agency (CISA) added the CVE-2023-24955 Microsoft SharePoint Server Code Injection Vulnerability to its Known Exploited Vulnerabilities (KEV) catalog.
Microsoft addressed the remote code execution flaw in SharePoint Server, tracked as CVE-2023-24955 (CVSS Score 7.2), in May 2023. The Star Labs team demonstrated the vulnerability at the Pwn2Own Vancouver 2023 hacking competition. The vulnerability was part of an exploit chain that allowed the white hat hackers to obtain code execution on the target server.
“In a network-based attack, an authenticated attacker as a Site Owner could execute code remotely on the SharePoint Server.” reads the advisory published by Microsoft.
According to Binding Operational Directive (BOD) 22-01: Reducing the Significant Risk of Known Exploited Vulnerabilities, FCEB agencies have to address the identified vulnerabilities by the due date to protect their networks against attacks exploiting the flaws in the catalog.
Experts recommend also private organizations review the Catalog and address the vulnerabilities in their infrastructure.
CISA orders federal agencies to fix this vulnerability by April 16, 2024.
This week CISA also added the following vulnerabilities to its catalog.

- CVE-2021-44529 Ivanti Endpoint Manager Cloud Service Appliance (EPM CSA) Code Injection Vulnerability

A group of GOP lawmakers are calling on New York legislative leaders to include a suite of measures to address antisemitism in the state’s budget, now being negotiated but without their participation in the Democratic-dominated state legislature.
The Republican proposals, to boost funding for security and educational programs, and strengthen hate crimes legislation, will be unveiled at a noon press conference Wednesday at the state capitol in Albany.
Gov. Kathy Hochul and state Senate and Assembly leaders, all Democrats, are hammering out a state spending plan ahead of a an April 1 deadline.
Republicans, in the minority in both chambers, have generally been excluded from the talks.
“In an effort to address and reverse the rising trend of antisemitism, we must work together to ensure resources are provided,” the five Republican State Senators wrote in a letter dated Tuesday to Hochul, Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie.
The Republicans, including Sen. Jack Martins, who represents a sizable Jewish population in Great Neck; and Sen. Bill Weber, of the heavily Orthodox town of Ramapo in Rockland County, are part of a working group established last year to engage with Jewish community leaders and develop ways to counter the recent rise in antisemitic incidents. New York had the most recorded antisemitic incidents among states – 395 – in 2022, according to the Anti-Defamation League.
And antisemitism has spiked since the Oct. 7 Hamas terror attack and subsequent Israeli military campaign in Gaza, with numerous incidents of physical assaults, death threats and verbal harassment reported in Jewish neighborhoods and on college campuses. A recent ADL report found that 356 incidents of white supremacist propaganda were documented in the state last year, including 24 antisemitic incidents.
The release of the GOP group’s report Wednesday follows hearings in Rockland and Nassau Counties last fall. It recommends the enactment of five bills sponsored by Republican legislators. Those bills would incorporate a definition of antisemitism that defines certain antisemitic actions as hate crimes into the state’s human rights law, expand the definition of harassment to cover the use of Nazi symbols, criminalize the vandalism of pro-Israel materials and revoke tuition assistance for students engaged in antisemitic behavior.
“We need the governor and the state legislature to lock arms with us and lead the way,” the Republican group wrote in the report, shared with the Forward.
Hochul has taken steps to address antisemitism in recent years.
In Dec. 2022, she announced the formation of a hate and bias prevention unit within the Department of Human Rights. Earlier this year, Hochul proposed a $10 million increase in grant funding for hate crime prevention and a combined $60 million to fight antisemitism and other bigotry in this and next year’s budgets. The governor has also pledged to pass legislation to make it easier to prosecute incidents as hate crimes.
In a recent speech, Hochul said she is not deterred by opposition to adding graffiti to a list of additional 31 misdemeanors that district attorneys would be able to prosecute as hate crimes. “I don’t care one bit,” she told leaders of the UJA-Federation of New York last month. “I’ll try to get that through.”
A spokesperson for the Senate Republican Conference didn’t immediately respond to an inquiry about whether Democrats were invited to participate in the working group.
