The European Union has unveiled its proposed 21st sanctions package against Russia, targeting Moscow’s LNG shipping network, shadow fleet and energy revenues. However, new shipping data analyzed by German NGO Urgewald shows EU imports of Russian LNG from the Arctic Yamal project rose 17.9% year-on-year between January and May 2026. Nearly 97% of Yamal LNG exports were delivered to Europe during the period, despite Brussels’ efforts to reduce dependence on Russian energy. The findings have renewed scrutiny of loopholes in the EU sanctions regime as European Commission President Ursula von der Leyen pushes for tougher restrictions on Russia’s energy sector.
