U.S. Immigration and Customs Enforcement (ICE) has taken Raul Genesis Ortiz Moran, an illegal immigrant from Mexico, into federal custody after he was charged with second-degree murder and aggravated sexual battery in the death of a 2-year-old girl in Virginia.
According to authorities, the child’s mother brought her to the Goochland County Sheriff’s Office on July 4, where deputies began life-saving efforts before she was transported to a hospital and later died. The Louisa County Sheriff’s Department arrested Moran as the suspect, and after ICE lodged a detainer, local authorities transferred him into federal custody.
The Department of Homeland Security said Moran entered the United States illegally at an unknown date and location.
In its statement, DHS said the child was “sexually assaulted and murdered” and argued the tragedy “was completely avoidable because this illegal alien should have never been in our country.”
DHS also criticized Virginia Governor Abigail Spanberger, saying that executive orders restricting state cooperation with ICE have made Virginia “a hotbed of illegal alien crime.” The department cited numerous recent cases involving illegal immigrants accused or convicted of offenses including rape, child sexual abuse, murder, gang activity, robbery, and child pornography, while stating that sanctuary-style policies have undermined immigration enforcement.
