Kuleba’s point is sharp: Europe keeps watching for boots at the border while the next test may arrive from above.
He argues that Russia doesn’t need to enter Estonia, Latvia or Lithuania to trigger a confrontation with NATO. A modern crisis can start with drones in European airspace — no invasion, same political weight.
His example is Germany: not as “the next Ukraine,” but as a country whose airspace could suddenly face threats it long assumed belonged to someone else’s war. And in that moment, he says, Europe may end up turning to Kyiv — to those who already know how to shoot these systems down.
He also sees another shift: Putin hasn’t broken Ukraine militarily, so he’s trying to break it economically. Cities and infrastructure under fire. A war that gets more expensive every year. Kuleba warns Ukraine may need massive external financing in 2027 and 2028 if the economy keeps shrinking.
Then comes the reversal: For years, NATO membership fears centered on Ukraine “dragging the alliance into war.” But if Russia attacks the alliance first, Kuleba says, the logic flips. The war is already there. Ukraine wouldn’t import it.
So the question becomes: Is Europe searching for boots at the border — while the next test may already be coming from above?

Call it Russian and you must respond as NATO. Call it unknown and you look weak, inviting more. The target is belief in NATO’s collective response. 1/

Thought he was walking away clean, but the second he turned his back, the whole situation flipped.
