Otar Romanov Partskhaladze, Georgia’s former prosecutor general who is now a Russian citizen, organized the contract killing of businessman Levan Jangveladze, the brother of criminal underworld figure Merab Jangveladze, Deputy Interior Minister Aleksandre Darakhvelidze announced on December 29.
Partskhaladze, once a close associate of Georgian Dream founder Bidzina Ivanishvili, will be placed on a wanted list, and the prosecution will ask the court to issue a pretrial detention order, Darakhvelidze said, declaring the criminal case “fully solved in this regard.” Reportedly in Russia, Partskhaladze faces 16 to 20 years in prison or life.
Levan Jangveladze was shot dead in Tbilisi in March by Gela Udzilauri, a former riot police officer, who was sentenced to life in prison in October after being found guilty of intentional and contract killing for mercenary purposes. Udzilauri admitted to the killing but denied that it was carried out intentionally or under a contract for financial gain, citing “revenge” and a “loss of self-control.”
According to the Interior Ministry, “a circle of individuals who over time formed a criminal group, as well as the group’s leaders – Otar Romanov Partskhaladze and his trusted associates, brothers Davit and Giorgi Mikadze – had business-related disagreements and confrontations with Levan Jangveladze” and organized his killing.
“The intentional killing of Levan Jangveladze was led by Otar Romanov Partskhaladze as the undisputed leader of the established criminal group,” Darakhvelidze said.
According to the ministry official, acting on Partskhaladze’s instructions, the Mikadze brothers contacted their associate Giorgi Jokhadze, shared the plan to carry out the murder, and recruited Gela Udzilauri, a former security employee of Jokhadze, to execute the killing.
“The criminal group also obtained information about the exact time of Levan Jangveladze’s arrival in Georgia and his travel route, after which, on March 14, 2025, in Tbilisi, on Chavchavadze Avenue, Gela Udzilauri killed Levan Jangveladze for payment and personal gain, and wounded his accompanying person with the same firearm,” Darakhvelidze added.
Other defendants arrested in the case include Giorgi Mikadze, Mamuka Baghdavadze, and Giorgi Kachkachashvili, while Davit Mikadze and Giorgi Jokhadze have been declared wanted. Authorities have also detained Sandro Tsivtsivadze, a former associate in whose name the murder weapon was previously registered. Substantive hearings for the detained defendants are currently ongoing at the Tbilisi City Court.
Partskhaladze’s name surfaced in the case during a September 24 court hearing, when detective Robiko Gogiashvili testified that evidence indicated his involvement in the killing. Gogiashvili told the court that “operational information” suggested that the grandson of “Grandpa Khasan” – an influential criminal underworld boss killed in 2013 – “ordered Otar Partskhalaladze [and] the Mikadze brothers to kill Jangveladze in exchange for five million dollars.”
Following the October 24 hearing, a member of the Jangveladze family told the media that, in their belief, the murder had indeed been ordered by Otar Partskhaladze.
Commenting on the case, Georgia’s disputed Parliament Speaker Shalva Papuashvili said Partskhaladze “has lost his Georgian citizenship and is a Russian citizen, which, of course, complicates the extradition process,” adding that “it is important that all criminals be held accountable.”
Sanctioned Ex-Prosecutor General
Once regarded as a close associate of Georgian Dream founder Bidzina Ivanishvili, Partskhaladze has long been a controversial figure. He was appointed Prosecutor General in November 2013 but resigned less than two months later amid questions about his academic credentials and reports of a prior criminal record.
In September 2023, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Partskhaladze, as the U.S. State Department said he had acted to influence Georgian society and politics in coordination with an officer of Russia’s Federal Security Service (FSB).
Following the decision, Georgia’s National Bank amended its regulations to shield Partskhaladze, stipulating that international sanctions against Georgian citizens cannot be applied in Georgia in the absence of a conviction by a Georgian court.
British authorities also sanctioned Partskhaladze on September 19, 2025, citing his support of Russia’s war in Ukraine. The authorities noted that “businessman” Partskhaladze “has extensive links to Russia and to the highest levels of the Georgian Dream party.”
Partskhaladze has been widely described as part of Ivanishvili’s inner circle; Bera Ivanishvili, the billionaire’s son, is reportedly the godfather of Partskhaladze’s grandchild. More recently, media speculation has suggested that Partskhaladze may have fallen out of favor with Ivanishvili, particularly following the brief arrest of businessman Giorgi Ramishvili, who is known to have close ties to him.
Partskhaladze is also among several former high-level officials from the Georgian Dream government now under investigation in a new probe.
