Operation Delgado takes undercover officer Dale Sutherland into Washington D.C.’s nightclub scene, where drug traffickers, firearms dealers and criminal networks conduct business behind the scenes. Using the alias “Rick,” he builds relationships with suspects while investigating drug and gun trafficking linked to some of the city’s clubs.
The documentary follows the risks of undercover work, from meetings with armed suspects to carefully planned arrests supported by surveillance teams and tactical units. Former officers and police officials describe the challenges of gaining trust, maintaining cover and operating in environments shaped by money, status and temptation.
Alongside his police work, Sutherland remains deeply involved in his church, balancing undercover operations with his role as a pastor and youth leader. Colleagues, family members and religious mentors reflect on the pressures of living between these two worlds.
As the operation progresses, questions emerge about police procedures, leadership and the demands placed on undercover officers. The film offers a closer look at the realities of narcotics investigations in Washington D.C. during the 2000s.
