The website Idel.Realii has reported on a complaint from the family of a 30-year-old man from Ulyanovsk who – despite having been under the care of local psychiatric services since childhood – was nevertheless conscripted into the Russian army to fight in Ukraine. Russian President Vladimir Putin has officially rejected an open letter from Ukrainian President Volodymyr Zelenskyy proposing face-to-face negotiations in a third country to end the conflict, declaring there is ‘no point’ in holding direct talks at this stage. Speaking at the St. Petersburg International Economic Forum (SPIEF 2026), Putin labeled the Ukrainian leader’s written proposal as ‘rude’ and ‘boorish,’ refusing to refer to Zelenskyy by name and instead referencing him only as ‘the author’. The Russian President insisted that high-level diplomatic meetings must only follow concrete agreements worked out by experts, rather than serving as temporary ceasefire maneuvers. Shrugging off recent Ukrainian drone strikes targeting a St. Petersburg oil terminal, Putin doubled down on Russia’s military objectives, demanding that Kyiv yield control of all of Donetsk, Luhansk, Kherson, and Zaporizhzhia. Zelenskyy quickly fired back in his nightly address, condemning Putin’s refusal as a ‘weak response’ that demonstrates Moscow’s continued choice of war over long-term peace.
