NEW: The United States and Iran have continued to iterate on a 14-point agreement to end the war and set a framework for nuclear negotiations at a later date, according to US officials speaking to Axios. Iranian media denied the Axios report. US President Donald Trump announced that the US Navy will temporarily pause efforts to escort vessels through the Strait of Hormuz to try to reach an agreement with Iran.
The blockade on Iranian ports will continue as negotiations progress. The reported agreement would result in an end to the war and trigger a 30-day period of negotiations over Iran’s commitment to a moratorium on nuclear enrichment, a US agreement to lift sanctions and release frozen Iranian assets, and lifting restrictions on traffic through the Strait.
Iranian media denied that Iran has agreed to a moratorium on enrichment or even negotiated about its right to enrich uranium.
ISW-CTP continues to assess that Islamic Revolutionary Guards Corps (IRGC) Commander Major General Ahmad Vahidi has won the internal regime argument over negotiations and that Iranian policy remains that Iran must maintain control over the Strait and retain its nuclear program in order to secure long-term Iranian interests. The adoption of Vahidi’s preferred policies indicates that Iran is willing to return to war if necessary.
ISW-CTP will provide further analysis of US-Iran negotiations in its May 6 Iran Update.
