Ukraine is at one of the “most difficult moments in our history” and faces a tough choice: either lose its dignity or risk losing the United States as a key partner. In a video address to the nation on Friday, November 21, 2025, Ukrainian President Volodymyr Zelensky warned that …

Trump’s Peace Proposal: The address specifically focused on the 28-point peace plan put forward by U.S. President Donald Trump, which has been characterized as forcing Ukraine to accept harsh concessions, including ceding more territory to Russia.
A Difficult Choice: Zelensky stated that Ukraine might have to choose between accepting the “difficult 28 points” of the plan or facing an “extremely hard winter”.
Refusal to “Betray” Ukraine: Zelensky emphasized that he would not betray his country and promised to propose alternatives to Trump’s plan.
Readiness to Negotiate: While expressing serious concerns about the current proposal, Zelensky indicated that he is prepared to negotiate but is being pushed by the White House to sign within a week.
Seeking Unity: The President stressed the need for national unity more than ever to ensure a “dignified peace” within Ukraine.

What’s the reaction in Ukraine and among its allies to Zelensky’s address?, the reaction to President Zelensky’s address and the U.S. peace plan has been overwhelmingly negative, with widespread dismissal of the plan as an effective surrender. Among its allies, the response has been a mix of caution and explicit rejection of any plan imposed without Kyiv’s full consent.InUkraine
Reaction in Ukraine
Public and Civil Society: The 28-point plan is seen as one-sided and a capitulation to Russia. There are widespread calls to fight on rather than accept a “frozen” conflict that would leave the country vulnerable in the future.
Political and Military Leadership:Members of Parliament and military officers have expressed strong opposition to being forced to cede territory or limit the size of the Ukrainian military.
Oleksandr Merezhko, the head of the parliament’s Foreign Affairs Committee, stated that there is “absolutely no doubt” that the parliament will back Zelensky in rejecting the plan’s current terms.
There is a perception that the timing of the U.S. ultimatum, amid an unrelated domestic corruption scandal, is a calculated attempt by the Kremlin to take advantage of a potentially weakened Ukrainian government.Zelensky’s Stance: Zelensky himself acknowledged the “difficult choice” but affirmed his commitment to not “betray” Ukraine’s interests, vowing to work on alternatives to the U.S. proposal.
Reaction Among Allies
European Allies:European leaders, including the German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Keir Starmer, have scrambled to show a united front and assured Zelensky of their continued and full support.
They insist on the principle that “nothing about Ukraine without Ukraine” and emphasized that any agreement must protect Ukraine’s sovereignty and allow its forces to effectively defend the nation.
European commentators have described the U.S. plan as “outrageous” and warned that its enactment could make Russia the “apex predator in Europe”.United States:The U.S. administration, particularly President Trump and Vice President JD Vance, have maintained pressure on Ukraine to accept the deal by the Thanksgiving deadline (November 27), warning of a potential loss of intelligence and weapons support otherwise.
However, some Republicans in Congress have also spoken out against coercing Ukraine into an unfavorable deal, vowing to oppose such efforts. In general, while European allies support continued dialogue to end the war, there is a clear rejection of the idea that Ukraine should be forced to surrender territory and sovereignty on terms dictated by the U.S. and Russia.
