A Republican sponsored bill in Congress would transfer primary responsibility for counterterrorism and counterintelligence from the FBI to Tulsi Gabbard’s ODNI, which lacks law enforcement powers.

Intelligence officials who have little understanding of what the FBI does to counter foreign terrorist threats are proposing stripping the bureau of its primary role in conducting counterintelligence.

It’s not the first time.

In the latest iteration, Director of National Intelligence Tulsi Gabbard is proposing giving primary authority over counterintelligence, which includes uncovering and countering foreign terrorist threats, to her agency. House Republicans are already pushing the plan in proposed legislation.

AI-Driven Espionage Campaign Marks New Phase in Cybersecurity, Researchers Say

Anthropic says it has disrupted what may be the first documented cyber espionage operation executed primarily by an AI system, an attack the company calls a warning sign for the future of cybersecurity.

According to a new case study, the company detected unusual activity in mid-September 2025 that traced back to an AI-assisted espionage campaign. Investigators later assessed, with high confidence, that the operation was run by a Chinese state-sponsored group using Anthropic’s Claude Code tool after jailbreaking its safety guardrails.

What stood out, Anthropic says, was the extent to which the attackers relied on “agentic” AI behavior. Rather than using AI to help human hackers plan or refine attacks, the system itself carried out most of the operation:

  • scanning target networks

  • identifying high-value data

  • researching and writing exploit code

  • harvesting credentials

  • exfiltrating sensitive information

  • documenting the entire attack for follow-on operations

Anthropic estimates the AI performed 80–90% of the work, with humans stepping in only for a handful of key decisions. At its peak, the system generated thousands of requests, often multiple per second, something human operators couldn’t match.

Targets included major tech companies, financial institutions, chemical manufacturers, and government agencies. A small number were successfully infiltrated.

The attackers broke their operation into small, seemingly harmless tasks to convince Claude Code to execute them. They also told the model it was operating as part of a legitimate cybersecurity assessment. This bypass allowed the automated framework to run for extended periods with minimal oversight.

The AI’s speed was a force multiplier: reconnaissance that would take human teams days was completed in minutes. The model even organized stolen data by intelligence value and prepared documentation for future missions.

Claude did make mistakes. It occasionally hallucinated results or misidentified public information as secrets, limiting the feasibility of a 100% automated attack. Still, investigators say the level of autonomy demonstrated represents a major escalation.

Anthropic argues this case shows the barriers to carrying out advanced cyberattacks are rapidly dropping. With today’s AI tools, even less-resourced groups could launch operations that previously required large, skilled teams.

The company says there’s another side to this: the same AI capabilities that can be misused can also be critical for defense. Claude was heavily used by Anthropic’s Threat Intelligence team to analyze the massive volume of data generated during the investigation.

Anthropic is urging cybersecurity teams to begin experimenting with AI-driven defense, especially in security operations, threat detection, vulnerability analysis, and incident response. The company is also calling for continued investment in AI safeguards, stronger detection tools, and broader industry threat-sharing.
