Waldemar Rodriguez has taken on a new leadership position at Deloitte as a Specialist Executive, a role he announced recently on LinkedIn. With over 30 years of public service and private sector leadership behind him, Rodriguez brings an extensive track record in law enforcement, enterprise operations, and national security to the firm.

Based in Washington, D.C., Rodriguez is responsible for architecting and delivering enterprise-wide modernization and innovation solutions to enhance operations and services for clients in the defense, security, and justice sectors. Rodriguez joined Deloitte in early 2023 after a 25-year federal career, much of it spent in senior leadership roles within the Department of Homeland Security (DHS). He served as the Chief Security Officer and Associate Director for Professional Responsibility at U.S. Immigration and Customs Enforcement (ICE), where he led a 600-person team and managed a $198 million budget dedicated to integrity, compliance, and enterprise risk management.

His tenure at ICE was marked by key innovations. Rodriguez launched the agency’s first Security and Threat Management Division, cut open case backlogs by nearly half, and introduced a pre-employment polygraph screening program that passed two federal audits without findings. He also designed the organization’s first five-year operating model and strategic transformation plan, significantly improving performance and resilience across the agency.

Prior to that, Rodriguez held senior investigative and management positions at Homeland Security Investigations (HSI), including Deputy Assistant Director for HSI Programs and Special Agent in Charge in El Paso, Texas—one of the agency’s largest field offices. His accomplishments included building task forces to combat human trafficking, trade fraud, and child exploitation, and leading a multi-agency U.S. delegation during bilateral talks with Cuban officials.

Rodriguez began his law enforcement career as a criminal investigator in Puerto Rico, eventually rising through the ranks of the U.S. Customs Service and FEMA’s Office of Inspector General. His cross-agency experience also includes working closely with the Departments of Justice, Defense, State, and Treasury, as well as with state, local, tribal, and international partners.

He holds a Master of Public Administration from the University of Puerto Rico and a Bachelor of Social Science in Criminology from Universidad del Turabo.
