Azerbaijan moves to institutionalise AI as it seeks post-oil growth

A particularly strategic element of the Action Plan is the focus on “sovereign AI,” a concept gaining prominence globally. Sovereign AI refers to the capacity of a state to develop and operate AI systems using domestic infrastructure, data resources, and human capital, independent of foreign platforms. For Azerbaijan, this represents both an economic imperative and a matter of national security.
