European Union countries formally adopted a plan on Tuesday to use windfall profits from Russian central bank assets frozen in the EU for Ukraine’s defense. The Israeli government seized the Associated Press equipment from a location in southern Israel after accusing it of violating a new media law by providing images to the satellite channel Al Jazeera.
